In December 2021, the list of 20 enterprises (also known as the "White List") in the third batch of "Industrial Specification Conditions for Comprehensive Utilization of Waste Power Batteries of New Energy Vehicles" issued by the Ministry of Industry and Information Technology completed the publicity. Zhejiang New Times Zhongneng Recycling Technology Co., Ltd. was granted the "double license" of cascade utilization and recycling, becoming the first six enterprises to obtain the "double license" qualification in China.

The White List issued by the Ministry of Industry and Information Technology is a powerful measure launched by China to cope with the wave of power battery retirement in an orderly manner, regulate battery echelon and recycling business, and support regular enterprises to lay out the battery recycling industry. Entering the whitelist means that the state recognizes the enterprise's qualification in battery recycling and utilization, which is a rare pass and a powerful backing to help enterprises carry out battery recycling and utilization business. Up to now, a total of 45 enterprises have been included in the white list of the Ministry of Industry and Information Technology, of which only 7 have "double license" enterprises.
